The progressive members of PAS left PAS and formed Amanah to continue cooperation with DAP and PKR. Why? Because cooperation of DAP and PKR become very problematic recent months especially with Abdul Hadi Awang leading PAS.
And some PAS members had been screaming for those who left PAS to form Amanah to resign their elected offices plus divorce their wives. But are their demands justified?
My opinions. PAS contested in past elections against UMNO BN in cooperation with DAP and PKR as Pakatan Rakyat plus the Common Policies Platform. This cooperation and Common Policies did not provide for Hudud. And certainly not one component party (PAS) leaving Pakatan Rakyat to form a Selangor State Government with the tainted UMNO BN.
And now Husam Musa, the former PAS Vice President, have come out to confirm what many already have accepted as fact that Hadi had conspired to leave Pakatan Rakyat to form Selangor State Government with UMNO BN with cooperation from a few PKR ADUNs after the 2013 elections (correction, it seemed it was during the Selangor Mentri Besar crisis when PAS was in loggerhead with DAP and PKR about removing Khalid as Mentri Besar).
That is clear cut betrayal of DAP, PKR, Pakatan Rakyat and especially those who voted for the opposition in the 2013 elections. So now with you tell me, with this, who should resign from their elected offices and divorce their wives?

Katak Ibrahim Ali laughing? He shouldn't be
So why is Ibrahim laughing? Because a significant number of Members of Parliament and State Assemblymen have removed them from PAS and subsequently joining newly formed Parti Amanah Negara, and another over to PKR intenting to form a new opposition coalition. So he claimed that his accusers have become katak themselves. So does that make Katak Ibrahim Ali "innocent"?
But Ibrahim Ali should wipe that smile on his face because these elected members didn't jump from an opposition party over to the ruling party. They jumped from PAS, component of the opposition coalition Pakatan Rakyat, but they intend to still continue as opposition in "Pakatan 2.0".
Their big difference from Katak Ibrahim Ali is that Katak Ibrahim Ali jumped from opposition party to that despised ruling party, a world of difference. So Katak Ibrahim Ali, you are still an incorrigible Katak.

Parti Amanah Negara is "PAS Asal". MPs no need to resign
PAS has been pushing for progressive members who joined the newly announced PAN (Parti Amanah Negara) to resign from their elected posts as MPs and ADUNs plus divorce their wifes.
This is my opinion. PAS members who contested in the 2013 General Elections contested and won while PAS was a component party of Pakatan Rakyat plus a manifesto that mentioned welfare state and which did not include Hudud. Voters voted for them because they contested on a PR "ticket".
When PAS reneged on the above, those who wants to continue with the Pakatan Rakyat spirit were thus forced to form a new party PAN that will continue to be a component party of PR, thus PAN is that original "PAS" (PAS Asal) which were with Pakatan Rakyat in 2013. Thus MPs and ADUNs of the newly formed PAN need not resign their elected posts nor divorce their wifes.
On the contrary, it is those MPs and ADUNs still remaining in PAS that need to resign as voters did not vote for them as an independent party and is no more that same PAS within the Pakatan Rakyat coalition.

BN won unfair victory with less than 50% popular votes
When everyone was so enthusiastic with the unprecedented crowds at Pakatan Rakyat's ceramah's and people were very confident of a PR victory, I had my worries. Worries about the traditional gerrymandering and malapproportionment which ensures that BN can win will less than 50% of the votes. In addition to that, there were worries about the effect of cheating, phantom votes, the buying of votes via BR1M handouts (with public money), crony mega dinners and worries about how those civil service who had helped BN implement very unfair policies and actions, would vote because of fear of retribution.
My worries were increased when, while the majorities were impressive, it was not a landslide majorites when preliminary results in Selangor began trickling in. Thus it was not a surprise when The Malaysian Insider revealed their calculations showed BN won only 5.22 million votes (48.7%) as compared with Pakatan Rakyat which won 5.489 million votes (51.3%) and still won by a simple majority.
Is it payback time for the cronies for helping BN retain a simple majority with public money? Let's hope not.
I am confident without all the gerrymandering, malapproportionment, vote buying, etc., Pakatan Rakyat should have won.

Racial policies rejected, preliminary 10-point manifesto unveiled.
In a rousing opening address, Guan Eng warned Prime Minister Najib Razak's Umno party not to 'hijack' the federal constitution and misinterpret the controversial Article 153 to divide the ethnic groups in the country.
"Somehow Umno always fails to mention that Article 153 also states that the legitimate interests of other communities must also be protected, Guan Eng said.
Guan Eng also unveiled a ten-point document to be signed by all the top Pakatan leaders and which is set to become the coalition's preliminary manifesto in the coming general election. The resolutions outlined in detail the changes Pakatan will introduce within the first 100 days of its taking over Putrajaya if it wins the next general election expected
to be held early next year.
The resolutions are:
1. A restructure of institutions including the Elections Commission (EC), the Malaysian Anti-Corruption Commission (MACC), the Attorney-General's Chambers and the Royal Malaysian Police. During a debate on the policy framework, DAP's Anthony Loke requested PR bring the MACC under the purview of Parliament.
2. A repeal of the Internal Security Act (ISA)
3. Instruct Khazanah Berhad, Employees Provident Fund (EPF) and other government bodies to take over highway assets from the concessionaires in order to abolish the toll system.
4. A restructure of the country's subsidies, to lessen subsidies given to the private sector (such as the RM19 billion in gas subsidies given to independent power producers) and transferring these to subsidies for the
Man on the street.
5. Acknowledging the role and sacrifices of civil servants by studying the current pay schemes and increasing the incentives for teachers by RM500 a month
6. Transferring private water concessions to the government
7. Offering free wireless Internet access to those in urban
and semi-urban areas
8. Cancelling Felda Plantations and opening up its farms to second- and third generation Felda settlers.
9. Increasing oil royalty payments to Sabah, Sarawak, Terengganu and Kelantan to 20 per cent from 5 per cent currently.
10. Formation of a Royal Commission to solve the problem of illegal immigrants and citizenship issues in Sabah and Sarawak .

Baljit Singh of Gerakan talking nonsense
Baljit Singh, Penang Gerakan state legal and human bureau chief, challenged Pakatan Rakyat that if they really want clean and fair election and want to empower the people, then Pakatan should stand together with Gerakan suggestion to disallow party hopping after elections.
This Baljit Singh who is supposed to be in charge of legal and human matters is talking through his nose. It is UMNO/BN that should stand with Pakatan Rakyat to disallow party hopping after elections. It is UMNO/BN that amended the Constitution so that an MP who wants to hop to another party and want to seek a fresh mandate by resigning and recontest in an election will find it impossible to do so because UMNO/BN had made it necessary for the MP to wait 5 years before he can recontest in an election.
So Baljit Singh, if you are sincere, you should ask your Gerakan leaders to pressure UMNO/BN to remove that Constitutional barrier to require an MP who resign to wait 5 years before recontesting.
If you can do that, you can be sure Pakatan Rakyat will stand with you.

Is outgoing Selangor State Secretary a liar?
In the controversies over the appointment of Mohd Khusrin Munawi as the Selangor State Secretary which no one wants, the outgoing State Secretary Ramli Mahmud has come out to claim that the Selangor Menteri Besar had been informed which the MB and his aid Faekah denied.
Apparently Ramli had keep quiet about Khusrin even though he had attended 5 meetings - two state exco meetings, two state economic action council meetings and a function held to fete his retirement in March this year.

Will Pakatan Rakyat lose out at the next general Elections?
Well it certainly looks like they will, so much of negative publicity and bashing they receive from UMNO including the latest episodes from the likes of UMNO moles like Zaid, Gobla and many more working in
their midst seem to point in that direction.
The question is are we aware of this great UMNO sabotage that is under way to discredit the party and is there anything we can do to turn the tables?
To answer this question we must first understand that this UMNO attack is well planned and very precise, there are still many surprises to come, they are desperate to get PKR and the coalition out of the way.
To get at PAS and the DAP is the difficult part, mainly because these two parties have been long established and infiltrating them is difficult. They have done it in the past, they will do it again but the damage met out seems to b e minimal. The treat is Anwar, so go for the PR first and wipe Anwar out that is their strategy, then everything else will be like before.
What do you mean "like before?"
UMNO can go ahead with its great agenda of corrupt practices. There is the present Najib/UMNO dream of another tallest building in the world, that is an obsession, they feel by doing that they will prove to the
world at large that this is a great country, to their supporters this will be the propganda machine for another Ketuanan Melayu campaign.
The benefits (corruption based) derived out of such a project will boost UMNO again that is what they believe.
Muhyuddin needs to build his grass root base, he can only do so with a strong financing, and this project will give him that opportunity.
Najib with the ghost of Altantuya, hanging over his head and the immense control of Plastic Rose, which he can't shake off and who has literally taken control of his office as PM. He needs a something big to put a halo around his head and he believes this is it.
To do all this they have to get Anwar out of the picture. Then there is the Mahathir factor, this arch crook saw it much ahead of his time, he could well be the architect. Sleeping Dollah was not the type to handle a marauding Anwar, so he used all his influence and brought
Najib in. In fact it is rumored that Mahathir spent a personal fortune plus he got others in his circle to contribute to the down fall of Dollah, because he saw Anwar as a personal threat to him and his
family's ill gotten wealth.
The Saiful saga and what is called Sodomy 2 was the first part, they are terribly embarrassed by it that is Najib and some of his cabinet members. Never before in the history of the country not even in Sodomy 1 with the judge who suddenly turned rich and bought flashy luxury cars has justice been so tampered with.
In sodomy 2 the way judges have behaved has rendered the word "justice" in this country vulgar. Such is the desperation of UMNO.
They have that feeling that they can let Sodomy 2 go, to showcase to the world that our justice system that is so corrupt and lop sided is clean and fair, they need that 'show case' to work to get maximum mileage, right now they can't and it is affecting the FDI and creating
an outflow of capital from this country.
FDI will remain low in fact it will get lower by the years, they know it and that too is one of the reasons they require another tall building. Tall buildings have almost always been the answer of UMNO since Mahathir.
They are buying people and people you least expect will turn coat.
Turn Coats? Who?
Well we all know the case of the Perak UMNO state assemblyman who crossed over to PKR, the Trojan horse so to speak, and later people from the then PR coalition crossed over and he too crossed back to
give the BN the majority they needed.
I think PKR has to be very careful, I have serious doubts about the sincerity of Zaid, to me he seems to be committed to destrying the PKR, in fact I do not think I am the only one who feels that way, many others too feel very strongly the same.
Zaid is not a novice, he is a seasoned politician, he knew "how to spoke the wheel", he knew how to "throw the spanner into the works."
Like I said he is no novice, he knew by going for the deputy Presidency he would be drawing Anwar to play his game. He wanted to get Anwar to back him, but then Anwar is no Novice too, and Anwar's deputy needxs no testing for sincerity, he has proven himself not only
to Anwar but the party at large. he has tremendous grassroots support, the grassroots love him, they are now suspicious of Zaid and Zaid knows it so he goes about making wild allegations to nullify the PKR
elections, he is trying an UMNO on PKR.
UMNO has all the experience to carry that out, you have KU Li and Mahathir their eto tell you how to operate it from both sides, so who do you think are those who play the flip side.
Zaid knows what his actions will do to the party, but he has underestimated the membership and the sentiment of the rakyat, he is now playing his cards.
Take it from me he is not the only Turn Coat, Wee Choo Keong turned Coat and we all witnessed it, then there is GobalaKrishnan waiting for his opportune moment. They are puppets on a string, they wait for the moment that UMNO pulls the string and they dance, and the the dance is called the how many millions do you want me to dance for?
One other person looks like he is being set up to make the cross, that will be Najib's trump card, the negotiations are going on, I believe in London with one interested party in Malaysia too, it will come believe me it will, but it is something I will not want to comment on.
Is the situation really bad?
For PR? well yes and more so for PKR, but and it is one big BUT there is still hope.
If all of us do our part let the others know the hypocrysiy of UMNO and the BN, how UMNO robs the Melayu and the Bumiputera, how the MCA and MIC do the same to their people, and how the natives of Sarawak and Sabah are being made fools of then we can turn the tide.
It's not too late we have to start now, but on low key then gradually increase the tempo, we can if we want to we can make the change. and change we must.

Pakatan Rakyat post 308 - Who says no change
RPK is one among many who claimed that after 2 plus years since Pakatan Rakyat became the state government in the 5 states (now 4, Selangor, Penang, Kedah, Kelantan) after the political tsunami March 2008, there had change. This is not quite true. Although reforms had not been as fast as what one may want, there had been incremental advances with regards to reforms that so many Malaysians now yearn for and this post will list here reforms and improvements instituted by Pakatan Rakyat as a "running total" to be updated whenever we come across any positive developments. COMMENT The social policies of any government are obviously coloured by its political philosophy and what it understands as its role as a government in relation to its citizenry.
Pakatan Rakyat emerged as the ruling coalition in Selangor on the back of rising discontent towards the BN state government which was seen as increasingly arrogant and burdened by cases of blatant and open corruption.
Intolerant policies towards religious places of worship with obvious racial undertones were another important factor.
With that as the backdrop it is logical to assume that the mandate given to Pakatan was to establish a clean and responsible government for the state of Selangor which would act fairly towards all races and religions. And such was the promise made during the campaign period.
However, putting things right when taking over from a corrupt administration is not limited to structural or procedural reforms. It includes changing attitudes and mindsets and as such it cannot be expected that the objectives will be fully achieved in a short time.
Nor can a change in attitudes and norms be forced upon society. It has to be handled with care, slowly unravelling fears and prejudices, as well as misinformation and induced apathy, which had sustained the previous establishment in power for decades.
Much of this push for change has taken the form of social policies which embody the new attitudes towards the issues of social justice and good governance. These policies are fundamentally based on the principle that the wealth of Selangor is to benefit its citizens and
that the government is merely an administrator of this wealth and is responsible for its effective and efficient administration.
The state government thus embarked on an ambitious plan to instil this new political understanding by implementing policies which addressed the following priorities:
Good governance entails the provision of basic necessities at minimum cost especially for items like water which is a God-given asset to the state.
Assisting the poor and the disenfranchised irrespective of race and religion.
Assisting the old, the handicapped, victims of broken homes and re-establishing strong family values.
Developing the potential of the young of all races.
Upholding the values of justice for all and respect and tolerance for all religions.
Undoing racialised and racist attitudes which had been the cornerstone of the previous administration.
Framing proper and planned development with the objective of enhancing the quality of life for all.
Laying the basis of a responsible government with emphasis on competency, transparency and accountability.
The new policy regime
A range of new social policy initiatives have emerged that reflect the Pakatan government's values and philosophy.
Free water
This policy of free water for every metered household for the first 20 cubic metres was mentioned in the election manifesto of the earlier Barisan Alternatif. It hinges on the belief that the government must ensure the supply of basic necessities at minimum cost.
This is especially so in the case of water which is a God-given asset. It is also in stark contrast with the privatisation policies of the BN which systematically attempted to turn every basic necessity into a cash-cow for its cronies.
The current free water policy costs the Selangor state government about RM10 million a month as payment to the BN-appointed concessionary has to be made.
A serious attempt is being made to alter the existing arrangement with respect to the water concession so that this basic necessity can be provided cheaply to citizens. In the meantime the state government is 'hanging tough' in opposing the price increase which was specified in the concession agreement designed by BN for its cronies.
The poor and disenfranchised
When taking over from the previous administration it was noted that efforts to assist the poor and disenfranchised were minimal and not considered a priority. Records and statistics on the poor were incomplete and far from satisfactory.
Policies with clearly identified objectives and target groups were also not present. Political affiliations were always an important consideration for any form of assistance, monetary or otherwise. The new administration put forward a new definition of poverty for Selangor where a family with a combined household income of below RM1,500 per month is defined as being 'poor'.
Subsequently various programmes have been undertaken which necessitated the proper and up-to-date recording of the 'poor'. Within a few months much important data were accumulated and processed.
These programmes have included the following initiatives.
Financial assistance to families of the poor during Ramadan, Hari Raya, Chinese New Year and Deepavali. Similar assistance was given during the restart of the school year and school shoes and bags were also given out in addition to a financial contribution.
Much of this was undertaken by the state and parliamentary representatives who used their state allocation for such programmes.
Free tuition programmes for school children from families who could not afford to pay tuition fees. This programme was initiated in late 2009 with each state assembly person asked to identify at least one location in their state constituency to initiate the programme.
A one-off financial contribution of RM1,000 to every student from a poor family who manages to secure a place in a local university. This programme cost the state government RM 7 .7 million in 2009.
A fund was set up to assist the children of estate workers who were identified as the most disenfranchised community in the state. This happened when the estates were sold to be turned into townships and these workers lost not only their homes but also their livelihoods. They were thrown into a new environment with no means of making a living, with no retraining or assimilation programme being set up and this led to their current status.
This obviously in turn led to various social problems and by identifying them as a disenfranchised entity with a special fund set up for their development, it is hoped that their problems will be effectively addressed. In this manner they will also be assisted to readjust to their new circumstances. The state government also finances the building and maintenance of hostels for the children of estate workers. For 2009 the total amount used to assist the children of estate workers amounted to RM2 million.
The old and the handicapped
One-stop crisis centres for assisting victims of broken homes, particularly battered wives, were set up in 37 of the 56 state constituencies. These centres provide legal consultation, infrastructure, counselling and motivational services. A second phase is planned to concentrate on efforts to educate the public about the incidence of domestic violence and ways to handle it.
The handicapped have also been provided with various forms of financial assistance and given priority in certain allocations. A standard car sticker for the handicapped was issued throughout the state which allows people with disabilities access to facilities at carparks and other benefits.
Accessibility for people with disabilities has also been implemented in all new government buildings. Opportunities have been given to them within government working teams, and local councils have representation of people with disabilities.
Elderly people were provided with an allocation termed usia emas through which any individual above the age of 60 is to be registered and upon his or her death the family will be provided with financial assistance of RM2,500 for burial services.
For 2009, the state spent RM15.6 million on this programme. By January 2010, more than 22,000 people had registered for the scheme, more than 40 percent of the total number of senior citizens in Selangor.
The effort to strengthen family values is being assisted by the state government implementing laws which show that the family is both a priority and an asset. This includes 90-day maternity leave plus 14-day paternity leave for staff in the employment of the state government.
This sends the message that the state acknowledges and understands the needs of newly-born babies and does its own bit to assist the families. At the same time, when a husband passes away the widow is given 30-day compassionate leave so as to have enough time not only to grieve and come to terms with her loss but also to be able to settle all matters arising from the death.
All the above policies are aimed at accentuating family values and assisting those with specific difficulties to stay true to their loved ones. Strong family values will have a positive impact on social problems as many of these problems arise from the weakened role of the family.
Potential of young people of all races
The development of the full potential of young people is being addressed by creating a fund called Tabung Warisan Anak Selangor (Tawas), a state government investment and insurance fund through which an account is opened in the name of every new-born Selangorian, irrespective of race or religion with a RM100 deposit.
When the child reaches the age of 18 years the account, inclusive of the dividends earned, will be opened to assist in the pursuit of higher education. The amount available to the teenager then would be RM1,500.
In 2009 there were 15,802 approved applicants and RM1.342 million has been paid to participating banks to date. At the same time greater emphasis is now given to upgrading the quality of pre-school education. The state government assists in ensuring the availability of proper premises and emphasis will also be put on the training of the teachers.
Pakatan strongly believes in the fact that the young of today are the leaders of tomorrow and as such the question of proper education for the young is given the priority it deserves.

As noted earlier, widespread opposition to intolerance and racial prejudice was a factor which led to the Barisan Nasional's downfall in Selangor. The Pakatan government acknowledges the problem by putting aside a sizeable contribution for religious and vernacular schools.
The allocation can also be used for use by places of worship which have been maintained purely through contributions from devotees to date. The religious and vernacular schools have never received any form of financial support from the state governments of the past except in the form of one-off contributions as and when it suited them.
This indifferent treatment was meted out not only to vernacular schools but to the Islamic religious schools known as Sekolah Agama Rakyat as well. The Pakatan state government has since given allocations to Tamil and Chinese schools as well as the Sekolah Agama Rakyat.
Together, currently a total yearly allocation of RM14 million exists for the purpose of financial support for all such educational institutions. Support and assistance from the government is proof of the religious and racial tolerance practiced by Pakatan.
It is looked upon as a matter of basic human rights which must not only be respected but encouraged. It is hoped that through this action Selangor society at large will be induced with the kind of tolerance and mutual respect which is a fundamental requirement of any multiracial and multireligious society.

All the policies which seek to establish social justice are based on merit rather than race and party affiliation. All the poor, irrespective of race and political affiliation, receive assistance. All the old, irrespective of race and political affiliation, are given their rights.
All the social institutions, such as religious and vernacular schools, receive an allocation. This is in stark contrast to race- and party-based assistance programmes of the previous BN administration which, while denying the right to assistance of those in need merely because they are of the 'wrong' race or political group, did much to instil racialised and racist values within society.
The policies of the Pakatan administration looks upon the whole rakyat as its responsibility, irrespective of colour and creed and it is hoped that through example, society at large will learn to respect and tolerate the differences which exist in Selangor. It is hoped that the Selangor of the future will be one that has become free of the race-tinted inflections of the previous administration.
High quality of life
While implementing these policies and educating the public through its justice-based policies as against race-based approach of old, the Pakatan administration has not forgotten the need to bring about development to the state. Various programmes have been undertaken to ensure that the quality of life for Selangorians will be improved.
This is done by ensuring a more efficient and responsive administration at the local council level through which existing facilities are better looked after and maintained while at the same time working on new areas of development.
Current concerns of the state administration include the question of public transport and the rehabilitation of rivers. This is planned for implementation through the 'Pakej Rangsangan Ekonomi Selangor' or the Selangor economic stimulus package launched in 2009.
Responsible government
The Malaysian public has never been encouraged to demand a high quality performance from the government. Politically they have been taught paternalism - to value peace and harmony, special rights for certain groups and to be grateful for whatever that comes their way.
As such, no matter how badly the government performs and no matter how many scandals are uncovered, the public is taught to conclude that at the very least we are living in peace and this would be threatened if BN were not in power!
Such was the level of political propaganda among the general population. By contrast,Pakatan attempts to educate the public to be more discerning and critical, to know their rights and demand quality performance from the government of the day.
Its leaders continuously remind the public that they are in power because of them and are to work for the people's benefit and with their interest at heart at all times. It must be accountable and transparent in all its dealings.
Its performance is to be evaluated and if it falls below the expectations it is not wrong to elect a different government in the next general election.
Transparency and accountability are further attained by empowering the general public through public hearings by use of the local council sponsored Majlis Perwakilan Penduduk (Residents' Representative Council) for matters pertaining to local council administration.
For state affairs, the newly formed Select Committee on Competency, Accountability and Transparency (Selcat) attempts to achieve a similar objective albeit in a different form.
Room for improvement
The role which is demanded of the Pakatan state government is not merely to implement good social policies but also to enable the rakyat to understand that these policies are the kind which they have a right to demand and expect from the government in power.
The old destructive values which inculcated mistrust and suspicion amongst the races are to be slowly but surely eroded and the unity of the rakyat on the basis of justice, mutual trust and respect is to be fostered.
There is always room for improvement. For example, there should be a regular review of the social policies implemented by the state government on the effectiveness and success of each programme.
Such an evaluation would be useful in measuring the extent to which these programmes have assisted targeted groups. Understandably, it is difficult to make a precise measurement as to the efficacy of how each programme manages to reduce poverty within selected communities, given the lack of data generated by the federal government.
This could be overcome by doing surveys on how recipients of state government programmes feel about how the aid has assisted their livelihoods, if at all.
In addition, although it is clear that these policies are meant to alleviate the conditions of the poor within the means available to the state government, more could be done to empower them with a special focus upon human capital development and training programmes, as these ultimately assist in lifting people out of abject poverty.
Such a unique combination of social welfare-driven policies would propel the new generation of young Selangor citizens towards being empowered for the future.
It is important to note that research being conducted by academics or organisations studying poverty should be incorporated in the Selangor government's considerations of new policies and programmes, since research can help to identify key geographical and community areas to work on specifically.
Such collaboration with universities, think tanks and other similar interest groups within civil society would be useful for the state in both the conceptualising and implementation of its social policies.
It is hoped that the political re-education undertaken, through the implementation of social policies, will finally put to rest the narrow-minded and bigoted politics characteristic of BN and usher in a new kind of politics based on justice and equality.

Such collaboration with universities, think tanks and other similar interest groups within civil society would be useful for the state in both the conceptualising and implementation of its social policies.
It is hoped that the political re-education undertaken, through the implementation of social policies, will finally put to rest the narrow-minded and bigoted politics characteristic of BN and usher in a new kind of politics based on justice and equality.
'The Road to Reform: Pakatan Rakyat in Selangor' is a book made up of a collation of articles written by 22 authors on the achievements and difficulties of the Pakatan state government since taking power 18 months ago. It will be launched on Sept 27.

Solution for DAP PAS disagreement re hudud and Islamic State
The issue of implementation of Islamic Hudud law (Syariah) and an Islamic state for Malaysia has cropped up again and can pit pro-hudud and Islamic state PAS against pro-secular state DAP which could lead to the unrevalling of the Pakatan Rakyat just like what happend in 2001 when DAP left the Barisan Alternatif coalition.
The dislodging of the decadent and decaying UMNO/BN from Putrajaya and introduction of badly needed reforms to Malaysia is seriously threatened by this possibility and all reasonable Malaysians will not want this to happen. The current momentum should be maintained at all costs especially now that there is a possibility to win Federal power. We have seen how the dastardly UMNO/BN has used their federal power to frustrate the state governments governed by Pakatan Rakyat.
However PAS will never be able to give up its aim to introduce hudud and make Malaysia an Islamic state probably because a Muslim is obligated to make these 2 a reality in their life. If PAS continue in its current stance, there is great danger of losing non-Malay and non-Muslim votes even if both PAS and DAP continue stay in its Pakatan Rakyat coalition.
On the other hand, DAP will find it extremely difficult to drop its insistance on Malaysia remaining a secular state and reject hudud. DAP if it continues to stay in Pakatan Rakyat in partnership with PAS while PAS continue to harp on hudud and Islamic state will also lose votes and may even be trounced in the election like what happened previously.
I appeal fervently to both PAS and DAP in particular and PKR in general to consider my suggestion to break this deadlock. Please please please do not play into the hands of UMNO/BN and hand them victory in the next general election. I have written on this issue before in Pakatan Rakyat should be a formal political party and not just a loose coalition. Below I will build on that.
Here is my opinion for a solution to the above. Pakatan Rakyat now has the Pakatan Rakyat CPF (Common Policy Framework) drawn up in December and which is a great platform on how PAS PKR and DAP can cooperate to win Federal power. May I humbly suggest that all the parties in Pakatan Rakyat should be political in the sense that its purpose is to win elections and form governments and its actions and policies should be solely based on the CPF. In this way, the aim of Pakatan Rakyat will not be jeopardize by this very major and fundamental difference between PAS and DAP.
My suggestion to for PAS to solve its delicate delima is as follows. PAS shoule separate into 2 bodies which I will temporaly refer to as "political PAS" (PAS for all will fit in here extremely well) and "religious PAS". "Political PAS" will be ONLY for the political purpose of cooperating with DAP and PKR within Pakatan Rakyat as mentioned above. All others such as the intention of PAS to make Malaysia an Islamic State and introduce hudud should striven for within "religios PAS".
In this way a member of "religious PAS" will not feel that he is neglecting his religious obligations but which he may practice and pursue within "religious PAS". Further, by doing this, PAS will then not need a "PAS Supporter Club" anymore as then all non-Muslims who support PAS can join "political PAS" and withoug any controversy can stand for elections and become office bearers. Conservative PAS members who feel strongly and negatively about the presence of non-Muslims within its party will no longer have any reasons to fee such.
Please PAS do seriously give some considerations to this suggestion and not jeopardize this real chance of becoming part of the Federal government.
If you think this is a good idea to break this deadlock, for the sake of Malaysia, I hope you will help spread this message.

Perhaps when PAS separates its religious striving for Islamic State and hudud and its political ambitions, perhaps that would be an answer to Mahathir's accusation.

Big Time theft in Felda - Tan Kee Kwong
Here is an urgent letter from Dr. Tan Kee Kwong, son of the late highly respected Tan Sri Dr. Chee Koon, one rare Tan Sri who really deserved his honorary title. He has openly accused Najib Abdul Razak of grand theft in a letter the content of which I hope you will help spread to help make the citizens of Malaysia the colossal rape of our country under the despicable UMNO BN:

I write this letter with a very heavy heart. Just to put things in perspective. Finally after much soul searching I joined Keadilan in August 2008.
From 1999 to 2004 I was Barisan National Deputy Minister of Land and Cooperatives. My Minister Tan Sri Kasitah Gadam put me in charge of answering questions in Parliament regarding all Felda matters. In 2004, before Najib began meddling in Felda affairs. Felda was the pride of the oilpalm industry. It had 75 oil palm mills, assets of RM 7 Billion and a cash hoard of RM 4.5 Billion.
What I just heard upset me so much. I publicly accuse Najib of single handed destroying Felda! As of now out of the huge cash hoard of RM 4.5 Billion, only RM 200 Million is left. In actual fact with the record price of CPO for the past few years, Felda if managed properly should have cash reserves of RM 6 Billion! The reverse has happened and now it has only a pathetic sum left.
When Najib became Deputy Prime Minister, he put himself in charge of Felda. He gave the lame excuse that his late father Tun Razak started Felda, he should continue the family tradition of looking after Felda. In fact if the late Tun Razak khows what Najib has done to Felda , Tun Razak will turn in his grave. The same goes for the former Chairman of Felda, Tan Sri Raja Alias. Tan Sri Raja Alias did a excellent job in looking after Felda. The real reason why a very busy Deputy Prime Minister wants to micro manage Felda is now very clear, he wanted to have access to the huge cash hoard of Felda. What took 40 long years to build up Najib destroyed it in 5 short years.
On another note, I just heard on NTV 7 news that the BN government is going to buy 3 special ships for our Navy costing RM 2.2 Billion! Just a few days ago Dato Idris Jala announced that if we do not watch out, we will be like Greece in 9 years time. If things are so bad how can the Government justify spending so much money to buy ships, Money that Dato Idris Jala says we do not have.
So it is very clear that the Pakatan Rakyat MUST take over the Federal Governmentin Putrajaya in the next General Election. This is our priority to save the country. If the Pakatan takes over in 20 years time it will be too late, the country will really be bankrupt. So fellow Malaysians open your eyes to see how this country is destroyed by the greedy and corrupt politicains from UMNO/BN. Kick them out of Putrajaya! Register as a voter now!

(CONPAC) Coalition of NGO & Professional Councillors launching

NGO & Professional councilors are often seen as an informal grouping of civil society representatives & ordinary professionals. We are not bound together with any common platform or manifesto except for general assumptions that we stand for certain principles based on Democracy, Justice and Human Rights.
We do not have a cohesive system with a clear representative to act as the “coordinator” of our “NGO & Professional councilors grouping” unlike political party based councilors who have a system of “party whips” to act as a coordination, support and communications system amongst their councilors.
Today we the NGO and professional councilors from different local councils in Selangor State are establishing and launching a “Coalition of NGO & Professional Councilors” (CONPAC). This important and new initiative is to provide a support network and coordination mechanism for NGO and Professional councilors in Selangor state and hopefully and eventually in other “Pakatan Rakyat” led State governments.
We therefore invite members of the media and civil society organizations to witness the launching of the CONPAC. This is a very significant event and the first time in the political history of local governments in Malaysia.

Pakatan Rakyat Malaysia crystallizing - hallmark of a PRM politician
First there was this Pakatan Rakyat's Common Policies Framework & People's Consensus. Then the Registra of Society added Malaysia to PR (Pakatan Rakyat), thus becoming PRM (Pakatan Rakyat Malaysia)
Now Anwar listed the hallmark of a PRM politician which is a thousand and one mile better than the bankrupt and corrupted UMBO/BN politicians:

The people’s development agenda has been derailed due to a narrow understanding of race, divisive hate politics and authoritarianism. The recessive economy caused by the loss of moral conscience, the greed of corruption and archaic policies are causing Malaysia to be left behind compared to other vibrant economies in the region.
The unjust economy is all the more apparent in the widening gap between the rich and the poor, between the urban and the rural population, and between the Peninsular and Sabah and Sarawak.
The rising crime rate threatens lives and property because the police force has been used for narrow political ends. The integrity and independence of the judiciary continues to be damaged by political interference and business interests.
After half a century of sovereign independence, Malaysia should have matured. This should have been realised when the people from various races, breaking down narrow and obsolete mindset, and manifest a new spirit to reject the perversion of power, the spread of corruption, the plunder of the nation’s wealth and the repression of the people’s rights.
In appreciating the people’s aspirations, Pakatan Rakyat therefore declares our commitment to fully internalise and carry out an agenda of new politics by mobilizing the people’s power from the various races, religions and cultures as one force.
Further, we have confidence; we can change our policy framework from narrow racial approach to principles based on religious faiths, humanism, ethical and human rights, and equality before the law regardless of status, race or group. The policies that are derived from adherence to the Constitution and universal principles of justice will safeguard the rule of law and the independence of the judiciary, which in turn will guarantee that the human rights and dignity of the people will continuously be defended and upheld.
Pakatan Rakyat is confident that the Malaysian economy can be driven at a faster pace through a market based economy that is humane, leading towards a more holistic human development. Economic policies should make Malaysia competitive, maintain a healthy investment climate, implement progressive taxation, but firm in its desire to realise justice through the equitable economic distribution especially for the poor and marginalised.
Pakatan Rakyat rejects policies that allow for corruption and other financial crimes and abuse of power. In order to ensure sustainable growth, oppressive policies that had only enriched the few should be replaced with a policy that ensures that the poor are assisted regardless of race.
As such, we invite the Malaysian people to create a new consensus that is founded on principles of justice for all and Constitutionalism. This is the agenda that must be done if we are to regain the nation’s respect, freedom and dignity. Only by providing justice for all can the people live prosperously and in unity.

- Constitutionalism and the Rule of Law The Federal Constitution is the manifestation of the aspirations and hopes of the independent Malaysian people. Within it, the fundamental rights of every citizen including rights to religion, language, citizenship and culture are fully guaranteed. Therefore, Pakatan Rakyat commits to uphold the spirit and provisions of the Federal Constitution. Pakatan Rakyat will: 1.Defend the Federal Constitution, Islam as the religion of the Federation while other religions can be practiced peacefully anywhere in the country and protecting the special position of the Malays and the indigenous peoples anywhere including Sabah and Sarawak, and the legitimate interests of other races in accordance to Article 153. 2.Defend the role and responsibility of the institution of Constitutional Monarchy. 3.Uphold the use of Bahasa Melayu in accordance to Article 152 of the Constitution and promote Bahasa Melayu as the regional lingua franca, while protecting and strengthening the use of mother tongue languages for all races. 4.Abolish the Internal Security Act and other laws that allow for detention without trial while simultaneously propose that all existing emergency declarations are rescinded. 5.Abolish or amend all other oppressive laws and regulations that are repressive and contravene fundamental rights. 6.Guarantee the spirit of Federalism and a just relationship between the Federation and states especially Sabah and Sarawak.
- Separation of Powers The effectiveness of the democratic system is dependent on the proper implementation of separation of powers. The integrity of a government is dependent on the independence, credibility and legitimacy of its institutions that have been entrusted to ensure checks and balances between the branches of the executive, judicial and legislative. Pakatan Rakyat will: 1.Restore the integrity of the judicial system and guarantee transparency and full independence of the Judicial Appointment Commission. 2.Restructure the workings in Parliament to make it more transparent, democratic and able to perform its role to check and balance. 3.Guarantee the direct accountability to Parliament of bodies such as the Election Commission, Anti-Corruption Commission, Human Rights Commission, Petronas, Khazanah and others. 4.Ensure that the appointment of positions such as the Inspector General of Police, the Attorney General, the Anti-Corruption Commissioner and the Auditor General requires the approval of Parliament. 5.Create a National Ombudsman Department. 6.Strengthen local government democracy and democratically enhance the competency and effectiveness of the delivery system and guarantee transparency at all levels. 7.Free all media, amend the Printing Presses and Publications Act 1984, enact a Freedom of Information Act and ensure Internet freedom. 8.Enhance the performance of public service sector and ensure the welfare of its members. Ensure that the institution remains independent and able to perform its responsibilities competently. 9.Empower and enhance civil society. Increase the participation of people through dialogues and consultations
- A Clean, Free and Fair Electoral System
- Driving a High Performance, Sustainable and Equitable Economy Pakatan Rakyat is determined to create a national economy with high performance and sustainable growth. To ensure national competitiveness, it is critical that effective distribution of national resources and wealth in key and strategic fields or sectors of the economy. Stimulating local investment and generating strong domestic demand as well as attracting continuous foreign direct investments will foster an economy that is progressive and resilient. Pakatan Rakyat is committed to create a ‘People’s Economy’ to ensure prosperity and wealth generated will be reaped by people of all classes. Whilst reducing the gap between rich and poor, as well as overcoming the disparity of development between regions, as a consequence of mismanagement that failed to prioritise the interests of the majority.
- High-Performance Economy The basis of a high-performance economy is a workforce that is knowledge-based, competent and highly-skilled. Pakatan Rakyat will provide all necessary investment to produce a high-productivity workforce in order to boost high-added value in national economic activities. Pakatan Rakyat will: 1.Guarantee opportunities of higher education and training based on competency are provided in all service, manufacturing and agricultural sectors. 2.Ensure every worker who wants to improve his or her skills is given an opportunity to obtain continuous training to enhance productivity. 3. Encourage citizens who are professionals and skilled living overseas to return home by creating a professional and attractive work environment.
- Democratic and Transparent Economy Pakatan Rakyat is committed to implement policies to ensure management of the economy is free from corruption, abuse of power and cronyism in order to enhance accountability, transparency and good governance. Corrupt practices and abuse of power has dissipated national wealth and prevented sustainable economic growth and weakened national competitiveness. Pakatan Rakyat will: 1.Reform the tender system so that it becomes open, fair, transparent, and gives the best value for the people’s money. 2.Reject privatisation which burdens the people. Re-negotiate unfair concessions and contracts that profitted cronies, including IPPs, highway tolls and water infrastructure. 3.Implement a progressive taxation system and reject any taxes that burden the people. This includes putting a stop to the proposed Goods and Services Tax (GST) until the people and the country are ready for it.
- Decentralisation and the Empowerment of the State Economic Management In keeping with the spirit of federalism to improve the government’s delivery system, effectiveness and efficient expenditure, the implementation of extensive development and economic policies will be needed to be devolved to the state governments according to respective priorities. Decentralisation can motivate structural change in the economic framework to boost efficiency and productivity due to greater effectiveness in expenditure, besides higher multiplier effects for government expenditure in the national economy. Pakatan Rakyat will: 1.Implement grants for development and equalisation based on a formula of total population, poverty rate, development area, cost, human development and gross revenue per capita indices that will ensure that the poorer states are not left behind. 2.Redistribute economic and administrative power and the implementation of infrastructure works to the state governments, for example an equitable negotiation rights in ascertaining public transportation design and network. 3.Generate a more balanced geographical development, thereby creating productive secondary cities nationwide in order to reduce development centralisation in the Klang Valley. 4. Prioritising policies that generate high and long term growth, based on an economic understanding where the state governments are in a better position to determine and implement socio-economic strategies.
- Affirmative Action Policies based on Need Pakatan Rakyat recognises that all Malaysians are entitled to assistance based on need regardless of background. Pakatan Rakyat is determined to make the national economy people-centred, so that the national wealth can be enjoyed equitably by all. Pakatan Rakyat will: 1.Ensure equitable economic assistance and distribution to all based on need. 2.Assist marginalised groups from all races. 3.Provide cash assistance directly to target groups to end hardcore poverty. 4.Provide education scholarships based on need and merit. 5.Ensure social mobility by guaranteeing more equitable and equal economic opportunity for all. 6.Use the savings from leakages and wastage and the fight against corruption as additional resources for programmes to eradicate poverty.
- Labour Labour is the foundation to the continuous prosperity of the nation. Pakatan Rakyat will guarantee that all Malaysian workers will be treated justly and further ensure their welfare and prosperity be preserved. Pakatan Rakyat will: 1.Introduce minimum wage for all Malaysian workers. 2.Defend workers’ rights to form trade unions according to their needs and choice; and ensure that they are given the same rights and protection in accordance with international standards. 3.Introduce an Equal Opportunity Act to ensure that work opportunities are open to all. 4.Support entrepreneurs and businessmen of Small and Medium Enterprises by providing access to loans, adequate infrastructure and further reduce bureaucracy. 5.Facilitate assistance to fishermen and farmers to drive increased productivity. 6.Re-structure an integrated foreign workers policy and reduce national dependence on foreign labour. 7.Provide support system to groups involved in the informal economic sector such as small businesses, hawkers, farmers and those who are self employed.
- Social Safety Net All Malaysians are entitled to enjoy life with dignity at all times. Those who have lost their income, the elderly, the disabled and low-income groups must be protected and also given the opportunity to enjoy the economic benefits of development. Pakatan Rakyat will: 1.Strengthen the Employees’ Provident Fund system and introduce a pension scheme for private sector employees. 2.Set up a National Retrenchment Fund to provide temporary financial support to those who have lost their jobs, subsidy for on-the-job training and retraining of workers 3.Extend the retirement age to 60 years in order to provide opportunities to those who wish to continue contributing to society.
- Housing Housing is a basic human need. In reality, a large number of Malaysians could not, without assistance, afford their own housing especially those from the lower and middle income. Therefore Pakatan Rakyat will: 1. Set up a Perbadanan Perumahan with the mandate to increase the number of affordable housing and achieving the goal of One Family, One House. 2. Overcome the problems concerning ‘squatters / urban settlers’ as far as possible through in situ housing development and/or land sharing and through low interest loans to assist the squatters/urban settlers to purchase their own houses. 3.Coordinate a negotiation system between ‘squatters / urban settlers’, developers and the authorities to achieve a win-win solution for matters concerning housing and land; 4.Providing assistance to upgrade low-cost houses and Projek Perumahan Rakyat in order to meet the increased number of household occupants; 5.Invest in public amenities in the apartment surroundings to ensure a balanced and healthy environment. 6.Encourage transparency and competition in the financial sector in order to make housing loans more accessible and affordable. 7.Cooperate with state governments to safeguard housing policy and ensure that affordable housing is provided for those in need.
- Infrastructure and Public Facilities Providing and maintaining good public infrastructure is the government’s responsibility. The implementation should not burden the people or merely profit certain cronies. Good public infrastructure and facilities can increase the people’s disposable income and their productivity. Pakatan Rakyat will: 1.Guarantee clean water and electricity at reasonable rates to every family in Malaysia. 2.Review and re-negotiate all highway toll agreements and study the possibility of purchasing back the PLUS highway with the objective to eliminate tolls in 7 years. 3.Improve the efficiency of the public transport system through the establishment of the Commission of Public Transport which comprises of government and community representatives. 4.Introduce a half fare scheme for elderly citizens, the disabled, students and retirees for all types of public transport. 5.Re-assess the granting of taxi permit to large companies and prioritise individual entrepreneurs and their associations. 6.Provide efficient broadband internet service for free in order to reduce the digital divide.
- Environment Our environment is a national treasure that must be preserved for the sustainability of the future generations. Facing crisis of climate change, Pakatan Rakyat resolves to: 1. Entrench the practice of recycling as part of our culture by providing the necessary infrastructure and a comprehensive system. 2.Ensure all logging activities and deforestation are carried out in a controlled and sustainable manner. 3.Build the foundation and technological expertise to enable a smooth transition to the use of alternative energy resources. 4.Restrict the development at hill slopes and hazardous areas. 5.Reduce carbon emission rate to conform with international standards and increase the ability of the ecological system to absorb carbon.
- Sustainable Growth and Green Development Pakatan Rakyat is determined to make the green economy as the core of a new era of equitable and sustainable prosperity for Malaysia. The provision of infrastructure and development of new industries in line with the transition to a green economy will become an engine for dynamic economic growth. Pakatan Rakyat will: 1.Introduce modern, comprehensive and appropriate infrastructure for a low carbon economy, including a world-class, integrated public transport system and a comprehensive recycling programme. 2.Develop industries based on green technology such as manufacturing solar panels and hydrogen cell fuels. 3.Lead the development of alternative energy systems and renewable energy in the Asian region. 4.Strengthen the agriculture sector with the latest methods and technology to ensure that the national food supply is secured.
- Social Justice and Human Development
- Unity and Social Justice Pakatan Rakyat resolves to foster understanding and unity among the people based on the principle of preserving our common interests. National unity must reflect a genuine solidarity, understanding and togetherness between the races, cultures and religions. Pakatan Rakyat promises to rebuild a united multiracial society, where different races can live in peace and harmony. Pakatan Rakyat will: 1.Focus on efforts to mend the deteriorated relationships between the races and religions. 2.Consolidate the efforts of all stakeholders in order to restore the good will, mutual respect and trust which have long been practiced by the multi-racial and multi-religious people of Malaysia. 3.Enact a Race Relations Act to safeguard unity and harmony of the people and to eliminate discrimination between the races. 4.Generate support from every level of the society so that it can hold fast to all the principles and norms that should be upheld by an open society. 5.Strive to eliminate the practice of racial politics through various means including education, mass media, dialogues and consultations. 6.Cultivate a Malaysian culture based on moral values and excellence that is accepted by all races. This will require an open attitude towards cultural diversity that is practiced by the various races and ethnic groups in Malaysia. Pakatan Rakyat will do this whilst taking consideration the country’s history and evolution. 7.Improve the welfare of Orang Asli, Orang Asal and other minority groups in Peninsular Malaysia, Sabah and Sarawak besides defending their fundamental, economic and social rights.
- Religion Religion and other beliefs practiced by Malaysians should form the basis of unity that is founded on good universal values. Malaysians have almost fallen into the boiling pot of discord and tension that was caused by manipulation of religious differences. This should not happen in a genuinely democratic Malaysia, with Islam occupying a special position whilst the rights of other religions are guaranteed. Pakatan Rakyat vows to: 1.Defend the position of Islam as the religion of the Federation and guarantee freedom of religion for every Malaysian. 2.Organise dialogues and consultations between cultures and religion in order to strengthen the understanding between them. 3.Set up a comprehensive mechanism to provide just resolution to cases which involve the overlap of civil and Syariah laws, including a Royal Commission to deeply study all the relevant issues. 4.Strengthen the management of Islamic institutions such as Baitul Mal and Tabung Haji to ensure that they are administered effectively and efficiently to achieve their objectives. 5.Ensure suitable areas for places of worship and burial grounds for all religions.
- Education Education should be aimed at creating a person who is balanced spiritually, physically and intellectually. Through the national education system, Pakatan Rakyat resolves to provide a system of education that is competent, high quality and guarantees equal opportunity to the people. Pakatan Rakyat will: 1.Make the national school system as the foundation of the nation’s education system. Ensure the equitable support and funding to religious schools, Chinese and Tamil national schools, mission schools and vocational schools in a concerted effort to increase the standard of national education. 2.Balance the emphasis from an examination-oriented system to a learning system based on critical and analytical thinking in search for the truth. 3.Ensure that every eligible student will have an opportunity to be placed in public institutions of higher learning regardless of their backgrounds. 4.Amend the University and University Colleges Act 1974 in order to create a conducive climate that guarantees academic freedom and university autonomy which increases the quality of education comparable with developed countries. 5.Ensure the appointment of vice chancellors, rectors, and other high ranking academic officials are based on qualification and approval of the Senate Council. 6.Improve the quality and facilities of disadvantaged schools in the interior parts of Sabah and Sarawak; 7.Increase the quality of teachers’ education at every school level and increase the number of trained teachers based on demand. 8.Provide a high level of training opportunities for teachers and lecturers so that their knowledge and professional expertise are up to date. 9.Re-examine the teachers’ service scheme and increase incentives for those who teach in the rural areas. 10.Provide scholarships based on merit and other financial aid based on need with priority given to poor students from the rural and interior areas. 11.Emphasise the importance of students mastering various languages including English, Arabic and Mandarin as leading languages in the world and also other mother tongues. 12.Provide places and training for those who drop out of school. 13.Widen the scope of the National Accreditation Board to monitor and propose the recognition of certificates, diplomas and degrees both local and international which fulfill the acceptable academic standards including the UEC certificate and Diploma Muadalah (twinning).
- Women and the Family Pakatan Rakyat believes that policies which reflect respect, recognition and understanding of the status of women and their potential can ensure the future wellbeing of the nation. This comes from the fact that women constitute half of the national population; hence their participation in the national development process must not be neglected. Pakatan Rakyat will: 1.Enact an Act to ensure women obtain just treatment in all fields. 2.Emphasise to increase the Women Workforce to 60% within 10 years compared to 46% in the past 20 years. 3.Provide 30% women representation in all political and government leadership levels. 4.Combat domestic violence by institutionalising heavier punishment for offenders and ensure the effectiveness of crisis centres in every hospital and police station. 5.Ensure the creation of support systems and assistance such as childcare centres and others for mothers working in the government and private sectors. 6.Provide aid to ease the family burden of poor and needy single mothers. 7.Take into account gender perspective when drafting the national budget and policies. 8.Introduce gender sensitisation programmes into the school curriculum. 9.Recognise the role of homemakers in strengthening the family institution and their contribution to national and community development.
- Youth The future and prosperity of a nation rests on their youths as the succeeding generation. Hence, it is important that youths are given adequate space and support so that they can fulfill their roles in the future. Pakatan Rakyat will: 1.Ensure opportunity, equality and fairness for youths from all communities to realise their self potential. 2.Ensure that no youth will end his education without the opportunity to obtain adequate vocational qualification or training to contribute towards a high-skilled national economy. 3.Recognise the important role and contribution of youths through the frank dialogues with youth movements, especially on important issues concerning their lives and the national future.
- Security There is an increase of crime and sense of insecurity in the country when Malaysians should be entitled to feel safe and free from constant criminal threats. Pakatan Rakyat is determined that the police is better managed, trained and supervised in order to make them more focused on their primary responsibility to ensure that every area and all Malaysians are secure and safe. Pakatan Rakyat will: 1.Make the police independent and professional and revert to their original mission of crime prevention and ensuring public safety. 2.Review the deployment of the police personnel so that there is adequate workforce assigned to combat crime. 3.Provide the police with the latest equipment and training in the effort to combat crime. 4.Implement all recommendations of the Royal Commission to Enhance the Operation and Management of the Police, including IPCMC and the improvement of the welfare of police personnel who have contributed to the country. 5.Improve the working conditions of the police force especially at the lower levels in order to improve performance and morale. 6.Strengthen the role of communities in combating and preventing crime through community programmes. 7. Handle strategically and effectively the social problems that are the root cause of crime.
- Healthcare Every Malaysian is entitled to enjoy the best public healthcare at an affordable cost. Therefore, public healthcare services should be strengthened, thereby ensuring good healthcare for the people. Pakatan Rakyat will: 1.Establish a National Healthcare Commission with the aim of improving the quality of public sector healthcare to a standard comparable with private sector healthcare. 2.Ensure a public healthcare service that is efficient, extensive and of high quality to all Malaysians, at an affordable rate. 3.Increase incentive schemes for medical staff at public hospitals. 4. Monitor stringently all healthcare fascilities that have been privatised to protect the public interest.
- Culture Diversity is a fact of the national socio-culture, an expression of the plurality of our society comprised of major ethnic groups, clans and territories. As such Pakatan Rakyat takes the responsibility of cultivating and enhancing the potential of this diversity whilst rejecting any form of hegemony of one culture in preference to other cultures. This approach is in line with the original spirit of Merdeka and needs to be expanded into a New Cultural Consensus (Muafakat Kebudayaan Baru), moving on from the National Cultural Policy of 1971. The three main challenges are: 1.Ensure the freedom of expression and artistic creation through all media. 2.The right to conduct performance or art-cultural shows without restrictions – with the realisation that each artist has responsibility to himself/herself and society. 3.The ties with our traditional cultural roots should be strengthened whilst remaining open to accept elements of other cultures from any race, continent and belief that display universal traits.
- Federal-State Relationship and Foreign Policy
- The Federal System The rights of states to make decisions according to their own requirement on development strategy must be respected. The foundation of this right is an adequate financial allocation to states that is based on their contribution to the Federation and the people’s needs. Pakatan Rakyat will: 1.Guarantee to the state governments, a royalty of 20% from petroleum income with an aim to eradicate poverty. 2.Return part of the tax collection from each state based on an equitable distribution. 3. Increase the capitation grants for states.
- Sabah and Sarawak The spirit of the Malaysia Agreement 1963 will form the foundation for a just relationship between the Federation and Sabah & Sarawak. By restoring the balance of power that has been concentrated with the central government, Pakatan Rakyat promises to make a fair and open assessment of the principal issues that are preventing political and socio-economic progress in both states in East Malaysia. Pakatan Rakyat will: 1Guarantee Sabah and Sarawak’s wealth are enjoyed fully by their people by the provision of 20% royalty from their petroleum income. 2. Set up a Royal Commission to find the best resolution of the immigrant issue. 3.Guarantee the Native Customary Land Rights are not violated by any party. 4. Stop immediately the oppression against those living in the interior areas caused by unethical economic activities.
- Foreign Policy Malaysia’s leadership among nation-states of the world must be enhanced. It is our aim frame a foreign policy based on the universal principles of justice, resolution through negotiations and inter-civilisational dialogues for security, peace and prosperity. Pakatan Rakyat will: 1.Protect national interests by becoming a responsible member of the world by respecting fundamental rights, democratic principles and upholding understandings, agreements, declarations and international law, in line with principles of justice. 2.Active in leading inter-civilisational dialogues. 3.Strengthen diplomatic and international trade cooperation with regional partners especially ASEAN members. 4. Further strengthen Malaysia’s role in international organisations.

People's Consensus
Pakatan Rakyat hereby put forward a policy agenda to lead the people and this nation out of the current worsening crisis.The people’s development agenda has been derailed due to a narrow understanding of race, divisive hate politics and authoritarianism. The recessive economy caused by the loss of moral conscience, the greed of corruption and archaic policies are causing Malaysia to be left behind compared to other vibrant economies in the region.
The unjust economy is all the more apparent in the widening gap between the rich and the poor, between the urban and the rural population, and between the Peninsular and Sabah and Sarawak.
The rising crime rate threatens lives and property because the police force has been used for narrow political ends. The integrity and independence of the judiciary continues to be damaged by political interference and business interests.
After half a century of sovereign independence, Malaysia should have matured. This should have been realised when the people from various races, breaking down narrow and obsolete mindset, and manifest a new spirit to reject the perversion of power, the spread of corruption, the plunder of the nation’s wealth and the repression of the people’s rights.
In appreciating the people’s aspirations, Pakatan Rakyat therefore declares our commitment to fully internalise and carry out an agenda of new politics by mobilizing the people’s power from the various races, religions and cultures as one force.
Further, we have confidence; we can change our policy framework from narrow racial approach to principles based on religious faiths, humanism, ethical and human rights, and equality before the law regardless of status, race or group. The policies that are derived from adherence to the Constitution and universal principles of justice will safeguard the rule of law and the independence of the judiciary, which in turn will guarantee that the human rights and dignity of the people will continuously be defended and upheld.
Pakatan Rakyat is confident that the Malaysian economy can be driven at a faster pace through a market based economy that is humane, leading towards a more holistic human development. Economic policies should make Malaysia competitive, maintain a healthy investment climate, implement progressive taxation, but firm in its desire to realise justice through the equitable economic distribution especially for the poor and marginalised.
Pakatan Rakyat rejects policies that allow for corruption and other financial crimes and abuse of power. In order to ensure sustainable growth, oppressive policies that had only enriched the few should be replaced with a policy that ensures that the poor are assisted regardless of race.
As such, we invite the Malaysian people to create a new consensus that is founded on principles of justice for all and Constitutionalism. This is the agenda that must be done if we are to regain the nation’s respect, freedom and dignity. Only by providing justice for all can the people live prosperously and in unity.

Kuala Terengannu by-election vote buying antidote
Sim Kwang Yang of Malaysiakini wrote of vote buying in the Kuala Trengannu buy-election in which voters are paid RM400 to vote for BN (Barisan Nasional) and the voter have to use a mobile phone (with digital camera) to take a photo of their ballot paper to prove that they actually voted for BN. I hope the KT voters would not succumb to this temptation and reject the offer. Otherwise if they want to take the money, what they can do is to first mark the ballot paper for BN, take a photo, then spoil the vote by marking for PAS as well. Any ballot paper with markings for more than 1 candidate will be considered as spoilt vote:
I read an account on the Internet by a Chinese youth in KT who is too young to vote. He has an uncle who is a longstanding member of the local MCA. Having been at the receiving end of many campaigns of money politics, I find this story believable. This device of using the mobile phone to monitor voter's actual vote violates the secrecy of the vote, and is obviously against the election laws. But in a small town where everybody knows everybody, the uncle is unlikely to lodge a police report over it.
The obvious thing for the Election Commission to do is to ban all voters from bringing their mobile phones into the polling centre. The opposition election agents must also object vehemently to the use of the mobile phone inside the voting booth.
