New measures implemented includes competitive and public open tender, payments directly to recipients without going through middle-men, priority given to Penang contractors, e-tender through the internet and a 2 week objection period to ensure that successful contractor no longer need “political cables” but “computer cables”.
There is no doubt that competitive open tenders saves costs and improve quality.
Many contractors have been liberated with the implementation of open tenders at all levels. For Class F contractors which is only open to bumis, open tender system has allowed non-UMNO linked contractors in Penang to get contracts for the first time.
In the past contracts are usually reserved for UMNO cronies and those outside the state. Clearly the competitive open tender system of PR is more transparent, accountable and beneficial to the people compared to the negotiated tender system for BN cronies.
What is more surprising is the outcome of the open tender system open to all races. Instead of perception that Malays cannot compete and that the non-Malay contractor would win all open tender contracts, this is not true.
Since the new PR government took over, Penang Development Corporation(PDC) had issued 23 tender awards, of which 7(30%) were won by non-Malay contractors and 16(70%) won by Malay contractors.
Perbadanan Bekalan Air Pulau Pinang(PBAPP) had issued 66 tender awards of which 22(33%) were won by non-Malay contractors as compared to 44(67%) by Malay contractors.
The performance by Malay contractors in an open tender system with non-Malays proves that Malay contractors can compete with others and win tender awards on their own merit. Clearly it is not the race that is an issue but failed policies that encourage dependency especially when it helps BN maintain the status quo and its grip on power.
A good example is China which suffered famine and severe economic distress with wrong policies of eating from ‘a single iron pot” no matter how hard or little one worked.
However when China opened up its economy and allow one’s hard work and ability to determine one’s success and rewards, China transformed itself from being the “Sick Man of Asia” in the 1960s into the second largest world economy by 2011.
BN had instituted policies that stifles initiative, creativity, hard work, drive and productivity which benefited only the few BN cronies at the expense of entire country.
For instance, a 30% quota of publicly listed shares were reserved for Malays but only a few benefited as many ordinary Malays never received shares from the Federal government.
The state government regrets that there are now certain elements within Pakatan Rakyat Penang that is aligned with BN in opposing efforts to implement an open tender system and CAT governance.
We must remain steadfast as we are backed by results. The Penang state government has been able to turn a projected deficit of RM 35 million in 2008 budget to a record surplus of RM 88 million.
A projected deficit of RM 40 million in 2009 Budget has been turned around to record a surplus of RM 77 million. In fact the 2009 budget surplus would have been a record RM 92 million were it not for the payment of RM 14.7 million as a result of the Tang Hak Ju land scam of the previous administration.
Penang is proud to be the first state to hold public open tenders of government projects and procurement contracts and also conducting it through the internet(e-tender). By sticking to CAT principles, Penang is the first state or federal government in Malaysia to gain praise from Transparency International.
In politics, we want more friends than foes. But we are willing to lose friends and gain foes if we can change the mindset of the people by providing equal opportunity, be confident, self-reliant and attain international benchmarks.
Pakatan Rakyat Penang’s greatest legacy to Malaysia and greatest threat to BN’s stranglehold on power is to prove that the right policies can make Malays and Malaysians compete and succeed against the best.

Future PR election candidates must make public pledge
According to Malaysian Insider, 5 more PKR MPs are said to be considering resigning from PKR to become independent (Five more MPs to quit PKR?.
We voters are fed up with the frogs and the potential frogs. I would strongly suggest to PR (DAP, PAS and PKR) that in the next election, all chosen candidates should be required to make a public pledge to remain steadfast and loyal and if for any reason they have to want to resign from their respective party on whose ticket they won the election, they pledge to also resign their respective elected position whether Member of Parliament (MP) or State Assemblyman (ADUN).
Just signing undated resignation letters is not enough. They must be made to declare that they would resign their elected position if they ever no longer want to be with the party which helped them get elected

Malaysia's Judiciary sinks deeper - 3 senior judges demoted
Folks, this is from an email forward about which the veracity had not been checked. However, if true, our already suspect judiciary is sinking deeper into the mud with 3 independent minded judges demoted because they made judgement deemed not UMNO/BN friendly:

Three senior Judges to be moved out soon - they are not pro BN
KUALA LUMPUR :
Three independent minded judges who have made some rulings unfavourable to the Barisan Nasional government are expected to be transferred out of the High Court’s Appellate and Special Powers division soon. They are due to be moved to the High Court’s Commercial Division, where they will no longer be able to hear politically linked cases.
The three are Justice Datuk Alizatul Khair Osman Khairuddin, Justice Lau Bee Lan and Justice Mohamad Ariff Md Yusoff, according to the latest edition of Suara Keadilan, the official organ of Parti Keadilan Rakyat.
The paper quoted court insiders as saying that the judges will be transferred this month. Justice Alizatul recently declared that Umno’s Abu Hassan Sarif was no longer the Kedah state assemblyman for Kota Siputeh and ordered the Election Commission to hold a by-election..
An appeal is now pending against her judgment. Justice Lau heard the case in which deposed Mentri Besar Mohammad Jamaluddin of Pakatan Rakyat challenged the legitimacy of his successor, Umno’s Zambry Abdul Kadir, and ruled that the Federal Court must determine four constitutional questions.
However, the Federal Court ordered that the case of who was the rightful Perak Menteri Besar should be heard by the High Court. The case was later heard by a new High Court judge who replaced Justice Lau without the public being given any reason given for the switch.
In what was seen as a stunning rebuff to the Barisan Nasional government and the Malaysian Anti-Corruption Commission’s investigative procedures, Justice Mohamad Ariff recently ruled that MACC had no right to question witnesses in an investigation beyond normal office hours.
The judge also found that the MACC acted illegally when it detained Pakatan Rakyat’s Kajang town councillor Tan Boon Wah overnight at its Selangor head office in Shah Alam. Suara Keadilan opines that the transfer of the three judges was an attempt by the Umno-led Barisan to strengthen its grip on the judiciary.
It says that one of the judges to be named to the Appellate and Special Powers Division is Justice Mohamed Apandi Ali, a former
Kelantan Umno treasurer, who was appointed Judicial Commissioner in 2003.
Commenting on the expected transfer of the judges, lawyer Edmund Bon told Suara Keadilan that he and many of his colleagues were uneasy about the development. He pointed out that there had not been a single complaint against any of the three judges throughout their service in the Appellate and Special Powers Division. Since no logical reason could be seen for the decision to move out the judges, he said, there was no escaping the perception that politics was behind it.

Nasir Safar: Tay Tian Yan's grandma did not come to Malaysia to sell her body
Nasir Safar said Indians came to Malaysia as beggars and Chinese women came to Malaysia to sell their bodies. Does he know that to insult one's mother or grandmother is one of the biggest insult especially to the Chinese? What is he trying to do? Trying to arouse the Chinese to take up arms?
Fortunately Malaysians now are more matured. If it is up to us moderate Malaysians, May 13 will not recur unless it is started by those UMNO goons.

When the life of my grandpa became more stable later, he went back to China in order to bring her here along with my father.
I'm here to tell you that my granny, along with the grannies of other six million Chinese Malaysians, sailed across the oceans here not to sell their bodies!
With her bound feet, granny came here to support a family. And when the Japanese troops rolled over Malaya, she led the family to safety.
When the situation became more stable later, she negotiated with the Japs to get a licence to do business, and had been able to expand her business when the Brits returned.
She treated her Malay and Indian neighbours as her own compatriots, and would prepare a whole stack of angpaos on the first day of every Chinese New Year to distribute to the Malay and Indian kids queuing up in front of our house.
She leased out a small plot of land for a Chinese primary school, but had not in decades asked for the return of the land.
Every year on 31 August, she would try to find a national flag and hang it up high on a very long pole in front of our house.
She landed on Malaya, and treated this place her own country.
She had not had another home or country since.
When she passed away, many Malay makcik came to our house and sobbed over her passing.
With her unparalleled wisdom, hard work, morality and determination, she spent her entire life in a very respectful manner.
No one can ever insult her and accuse that she had come here to sell her body!
My granny, like the grannies of many other people, was a truly great woman.
From Malaya to Malaysia, they were scattered in every family and every corner of this country.
From the rubber-tapping workers in the estates, to the excavators in the tin mines, they were the most hardworking and exceptional women anywhere in the world.
During those darkest years, they displayed the most glorious side of humanity.
They sacrificed their youths and lives, so that you and I, along with our homes and nation, can come into being.
Even though they might no longer be around today, they still live deep inside our hearts, and support us morally.

Google's guide to organizations helping Haiti
Well folks, Malaysia's need for positive changes is urgent and greatly needed and problems are numerous, but nothing compared to enormous problems facing Haiti. Hope you will spare a thought to those suffering in Haiti after the horrible earth quake which killed hundreds of thousands. The dead (may they rest in peace) can rest in peace, but those surviving, especially those maimed, lost their limbs, etc., faces a very, no, not very, but extremely hard life ahead.
What can we do to help? Those are those who are willing to contribute financially, but are worried if their donations might be misused and diverted for other purpose. So what do we do.
Well, Google has a motto - DON'T BE EVIL. Plus Google is extremely big and wealthy with a huge revenue. They have the resources to examine alternatives. They are so rich, why would they want to cheat you or help others cheat you of your hard earned money.
So what do we do. Just to let you know folks, There is a Google Haiti Crisis Response page which list various organizations helping Haiti. I am sure Google must have vetted them thoroughly.

Economy or Democracy: Hope for change now better for malaysia
My worry over this tendency of voters particularly Malaysians to put more emphasis on money (economy) over stuff more important like democracy, corruption, transparency etc. now seem slightly reduced. Respondents in the Merdeka Center's poll regarding the Najib's Barisan Nasional's shameless power grab in Perak, apparently slightly more respondents chose democracy over democracy over economy: "60 percent of the respondents felt their right to democratically elect their own representatives was of primary importance as opposed to 28 percent who felt the state's ability to generate economic growth was more important."
Let's pray that Malaysians would get wiser over their choices as more people begins to realize which is more important and of more lasting benefits.

Malaysia's economy face a steep dive
Brace yourself folks for a hard landing Malaysia's economy wise. Please folks, even if you are not interested in politics, think of your and your loved ones' wallet if we don't make even the tiniest effort at bringing positive changes to Malaysia (read this inspiring story Little bird smallest action changed the world if you need inspiration to gt off your butt).
Who is this Wenger Khairy? In this comment at Politics of kangaroo trial not only is a pretty sharp analysis of what awaits us in as per the direction of Malaysia's economic future, and is making me pay a bit more attention to him or her.

I have to respectfully disagree with your reading of the situation. The facts what you say are correct, but Tengku is spot on the interpretation.
Anwar in 2009 is not the same as Anwar in 1999. His support base is greatly diminished, and that may sound counter intuitive considering the tremendous gains the Opposition has made in the electoral seats.
Why do I say that?
The oft held wisdom among the UMNO elite is that Anwar is the glue that binds DAP and PAS, which as usual is outdated. In fact, really PAS had planned the outcome of this trial way back in 2009, and if you look at recent pronouncements considering the issues dear to the Malay community,they did not need Anwar to mediate a common platform with the DAP. Furthermore, PAS and DAP model was put to the test in Perak and it was the actions of 2 x PKR reps and 1 x DAP rep which caused it to fail, initially. Furthermore, Anwar did more damage than good when he decided to go with this MP jumping routine, and really if Anwar gets taken down, I bet it would not be an insignificant proportion that says good riddance to bad rubbish. Even RPK has more or less said so.
But Anwar has yet one last role to play before he goes down. He will bring the Government down with him.
Let me explain how.
From the initial 2 days of trial, we assume that this trial is going to last for some time, lets say 4 months. A week plus from now, Nizar's case gets mentioned before the High Court, around the same time TBH inquest resumes.
So we have two potential time bombs for the Government with this protracted fight against Anwar. Remember the Government is not engaging in a fight with the Opposition, they are engaging in a fight with Anwar. The Opposition (PAS & DAP) is happily working together to bring BN down.
And already a lot of questions are being asked on the motives of Saiful, you can read around to find out. Just imagine how Karpal & Co. are going to cross examine Sayful. Is the end game to save Anwar?
Or....
Around the same time our economy is in the doldrums. Government is in huge budget deficit mode, and the talk is that the oil subsidy will be revised. I roughly know the state of Government finances from the extracts from BNM. The growth rate in M3 is about RM 10-15 million a yr, which cannot sustain any meaningful bank lending to industry.
GDP this year? Real growth 3%?
Dato, is that number even achievable? After all the ups and downs of the economy tracks really the volume of exports which is governed by the semi conductor cycle. Which is governed by the demand from our friendly Americans for our goods. Last nite, US economy continued to shed jobs. No good news here, and any adjustment to the Petrol subsidy will mean deep recession.
Additional info: You have to utilize a tool called System Dynamics to see the bull whip effect that contributed to the regional increase in economic activity in Q2-Q4 2009. Quarter on quarter, Q4 GDP would be positive, but year on year, I estimate contraction of around -5 to -6%. Full year 2010 -1 to -2% real growth.
And so the question people are asking is why on earth is the Government so focussed on this trial? The people are asking this question because there are 100 other things that requires the Government focus as well, which they feel that the Government is either unable or unwilling to solve.
And that's what will drive voter attitude. The political outcome of this trial will be determined by the economic reality. If Malaysians achieve developed nation status in 2011, then the PM Najib is the best thing since sliced bread. If Malaysia achieves two consecutive years of recession, which is what Wenger J. Khairy is predicting, then the rest is kind of history.
But alas, whoever is driving this ship has set his course to go over the edge of the world, and so may he sail over it, with all those in tow.

Saiful's court testimony contradicts Rahimi

Contradiction between Saifoul (or is it Saifool,) oh, Saiful's Bukhari's court testimony in the SodUMNOmy 2's trial, there is a contradiction between Saiful's testimony and what "Najwan?" Rahimi said in a video interview (Sodomy 2). Here is the video. Just in case you don't have time, below is the transcript of the part in question. Rahimi sepupu saudara tu sahabat saya.. Sepanjang kempen pilihanraya, beliau perlu mengalas 4 jawatan iaitu Setiausaha Politik, Setiausaha Sulit, Pembantu Khas dan Koordinator Politik.
Bayangkan betapa beratnya beban yang beliau terpaksa pikul. SEORANG. Tiada siapa yang tampil utk membantu beliau walaupun kononnya ramai yang menyokong dan mahu menolong kempen Pilihanraya DSAI. Apalagi saudara sbg sepupunya.
Salah ke saya pergi dengar ceramah? Ceramah tu hanya utk org tertentu shj ka?
Beliau sendiri yang meminta pertolongan saya utk membantu beliau menguruskan program DSAI sepanjang pilihanraya.
Jadi sbg kawan saya membantu beliau kerana beliau sudah tiada daya lagi untuk memikul 4 tanggungjawab sekali gus. Kawan punya hal, saya tidur hanya 2-5jam sahaja dlm satu hari. Sedangkn saya ni bukan ada apa2.
Saya pon hairan, mana pergi penyokong parti atau kawan Rahimi
semasa beliau amat memerlukan pertolongan. Mana pergi orang2 yang konon2 mengelar dirinya pejuang parti semasa pejabat DSAI kekurangan Pekerja.
Saya sendiri terkejut dengan bilangan anggota kerja Pusat PKR. Boleh dikira dengan jari sahaja tenaga kerja semasa kempen pilihanraya di pejabat DSAI. 1 pekerja buat 4/5 kerja. Dari menjaga DSAI hinggalah menghantar poster ke P.Pinang, itu lah kerja Rahimi Osman.
Sekarang bila sudah habis pilihanraya dan MENANG dengan 5 kerajaan, barulah semua berebut2nak masuk pejabat DSAI. Manusia..
Dan untuk makluman, Diari Merah itu adalah milik EN Rahimi Osman dan saya rasa ramai yang dah tahu. Tak pernah terlintas langsung saya nak mengambil kedudukan itu dan tak pernah saya cakap saya ni Pegawai Khas atau Setiausaha Sulit DSAI.. Saya hanya membantu Rahimi sahaja semasa kempen.

Nutgraph compiling former BTN attendees testimonies
Good News! The Nut Graph is in the process of compiling and publishing the testimonies of former BTN (Biro Tata Negara) attendees (inductees) so that we can get a true picture of what went on inside those programs on which Malaysia has wasted good money.
Here is the first one: Biro Tata Negara's "real" message" where Shanon Shah related what Mohd Khalid Mohd Nor, now 27, went through when he attended the BTN course at Ulu Sepri, Negri Sembilan.
Among others, Mohd Khalid Mohd Nor in answer to a question, said "The course has impacted me in a negative way — I am now more racist towards [fellow] Malay [Malaysians]. Not to all Malay [Malaysians], but to some. I am unsure of my other friends, but I am really disturbed by this, and this is the true reflection of our country.
There are still [Malay Malaysians] who consider non-Malay [Malaysians] in my generation as not worthy of calling Malaysia their home. If not Malaysia, which place are they supposed to call home? They are not migrants but Malaysians.
I am racist towards Malay [Malaysians] who are racist towards other races. Currently the Malaysian government is sending lecturers abroad to complete their masters and PhDs so as to upgrade the Malaysian education system. These lecturers are from government-funded universities.

Believe it or not: Prosecutor has Anwar? semen specimen
Would you believe this????? The prosecutor, Solicitor-General II Mohd Yusof Zainal Abiden, in Anwar Ibrahim's second sodomy trial claimed they have semen specimen in Saiful's (Mohd Saiful Bukhari Azlan) anus. Unfortunately the credibility of Malaysian institutions, especially the PDRM (Polis Diraja Malaysia or Royal Malaysia Police) is so low that I don't even know if even 10% of the people believe them.

For DNA evidence to be admissible in court (I mean a real court, not Umno's court) the chain of custody must be very tight and well documented. This covers every step from collection, transport, receiving, storage and testing and samples must be made available for independent verification. Now they expect to nail Anwar by asking a govt chemist to testify in court that Anwars DNA was found in Saiful's $hithole and that's it. The prosecution seems to have a lot of holes in their story (pun unintended). We know from the two medical reports that no sexual penetration was detected but somehow, semen was found in Saiful's anus. This could only be possible if Anwar has a very small penis, and I'm sure this can easily be proved or disproved. Imagine a tetrapack with a 0.5mm straw hole. You can't force anything bigger than a straw through the hole without enlarging or tearing it at the seams. Well, one would imagine the same logic to apply to Saiful's anus.

Najib Abdul Razak's 1 Malaysia is turning out to be a big fat joke and I think this special officer of Najb, Nasir Safar's stinging remark at a '1 Malaysia' seminar is the final nail in its coffin.
According to Malaysiakini, Nasir Safar labelled the Indians and Chinese as pendatang (immigrants). Not only that, he threatened to revoke anyone who make a lot of noise about the 12-subject cap (maximum) for the SPM (Sijil Pepereksaan Malaysia or Malaysia Examination Certificate).
At least the previously cowardly MCA (Malaysia Chinese Association) and MIC (Malaysia Indian Congress) this time walked of the seminar to protest Nasir's unwarranted remarks.
Let's us see if that Pink Lips (Najib's nickname) has anything to say about this incident.

Zahrain: "I have 'principles????', do not belittle me

Bayan Baru Member of Parliament (more like idiot frog wanabe betraying the trust the voters gave him, would you believe him?) Datuk Seri Zahrain Hashim repeated to not expect him to leave PKR (Parti Keadilan Rakyat) while aserting to "not belittle/smudge him with speculations that he would like to join BN (the corrupt Barisan Nasional).
"I am a leader with "principles?" (ha, does he have any?), don't belittle me" he told Malaysian Insider.
Zahrain, former Penang PKR chairman said this when asked whether the rumours accusing him that he wanted to leave PKR and have been offered to join or support the corrupted BN in Parliament.
Zahrain insisted he still have faith in the struggle of PKR which was established more than a decade ago.
For this reason, Zahrain, a former UMNO Tanjong Division chairman before joining PKR during the reformation era, said that expressed the hope that the leaders in particular PRK Adviser Datuk Anwar Ibrahim would not pawn the principle of struggle of PKR in the name of cooperation of PKR in PR (Pakatan Rakyat).
PR is the informal coalition binding PKR-PAS-DAP which has 82 Members of Parliament in the House of Commons.
"I asked Datuk Seri Anwar to not compromise in the struggle for the party. As a party member, I just give my views" he said.
Just yesterday, PKR Penang Chairman Dr. Mansor Othman and Anwar today said that there are attempts to lure its Members of Parliament to join BN's component parties or the Cinta Malaysia (Love Malaysia) party to strengthen BN"s position in Parliament.
Asked if Anwar who is the general leader of PKR, is not suitable to lead PKR and the PR coalition, Zahrain said: "Those are not my words."
"For me, Datuk Seri Anwar is still my friend (bullshit), he is the famous Pakatan leader" he said, while not wanting Anwar to compromise the principles of PKR.
Last week Zahrain described Lim who is DAP's secretary-general as a dictator and chauvinistic communist.
Zahrain was quoted as saying that PR will not compromise with leaders such as Lim from Malacca who has failed to fulfill the general election promises.
This is not the first time Zahrain criticized Lim.
Last April, Zahrain also blamed regarding the appointment of the Deputy Chief Minister 1 and the resignation of Fairuz Khairuddin as the State Assemblyman of Penanti.
Commenting on the question of integrity and the principle of holding on to the party's struggle, Zahrain denied that he had denounced Lim because of personal problems, including the reluctance of Lim in not supporting the award to a company to management of Bukit Jalil golf club to a 2 ringgit (dollar) company.
Regarding that matter, Zahrain claimed that Penang DAP's chairman Chow Kon Yeeo's accusation is completely not true.
"Lim told me that Zahrain was disappointed with the State Government for refusing to support (that 2 dollar) company to run the club's management," Chow said here yesterday.
So Zahrain claimed that Lim was not acting in a professional manner when calling for the tenders of the project management without consulting him.
When the tender for the management of the club was opened, only one company bidded, he said.
"As the only company to submit a bid, the club's board decided that the company raise its capital and award it the tender."
"That is that board's decision, not my decision as chairman of the club... the joint board decision," he said.
However, Zahrain said Lim cancelled the tender award without discussing the project with him (Zahrain) and the board first.
That Lim's action is said to have challenged the integrity of the board's decision.
He said therefore it is not true to say that his son's or his family's 2 dollar company was awarded the project.
"I hope they will guard their mouths. If they continue to say that that project is to be given to my son's or my family's company, I will take legal action," he said.

RPK Malay Ketuanan Melayu Addiction
This is one of the most impactful video that Raja Petra Kamarudin has made where he talked about how his teacher taught him to swim, his experience at 2 Kuala Terengganu PIPG (Persatuan Ibu Bapa dan Guru or PTA, Parent Teacher Association) and the Malays.
RPK first described how when he first joined the MCKK (Malay College Kuala Kangsar), his teacher separated the students into two groups, those who knows how to swim and those who don't. Those who can swim were placed at the shallow end of the swimming pool while those who don't were placed at the deep end. His teacher ordered RPK to jump into the pool but RPK refused.
"If you don't jump now, I will kick you into the pool". RPK jumped. He sank to the bottom of the pool, bobbed up, help up by the hair and asked again, "Now do you know how to swim?" No was the answer, the teacher let go and he sank again, and this was repeated a few times. In desperation, RPK paddled and probably somehow kept afloat. "Now do you know how to swim?" and finally the answer was "yes."
Then RPK described about his involvement with the Kuala Terengganu National Primary schools' PIBG. It seemed a vast majority of the very young students were Malay while the Chinese went to the Chinese vernacular schools. It seemed many students there were involved with drugs, starting with cough mixtures and then graduating to harder drugs like ganja. He wondered how the students were able to afford the frequent RM10 for the cough mixture as their parents were mostly low salaried workers and found out that it was given by the drug pushers gratis (free). It was only when they got addicted that payment were demanded and when the students were unable to pay but desperately need the drugs for their addiction, they were then recruited as new drug pushers and the cycle went on.
What connections does that have with the Malays? Well, RPK equated the drug pushers with UMNO and the drug with Ketuanan Melayu (Malay Supremacy). The Malays were told that they could not swim and gave them life jackets (drug) and became so dependent on UMNO and government assistance now that they cannot survive on their own.
It seemed the Malays have become so dependent that they are prepared to spill blood to maintain UMNO in power. That is an extremely sobering thought and observation. What is the future of Malaysia then?

Conspiracy - Anwar to be blamed for church burning
Read the latest by Raja Petra Kamaruddin - Ha! The burning of the Reichstag! What did I tell you?.
RPK claims he had been told by police officers that the conspirators are planning to blame Anwar Ibrahim for the torching of the churches, I suppose to take him out of action. Let us wait and see if this will come true.

I pray for Malaysia
